Perform complex residential and commercial building inspections to enforce County Building Codes for the Building Safety Division (BSD), review plans, define inspection standards, perform inspections for complex projects and at the initiation of large building projects, including new subdivisions and technical commercial construction projects, provide training to Building Inspectors, and consult with developers and contractors under general supervision. 

TYPICAL CLASSIFICATION ESSENTIAL DUTIES

  • Investigate complex and sensitive field inspections and investigations of building code and ordinance complaints and violations in un-incorporated areas of Pinal County, using thorough knowledge of Arizona inspection and investigation protocols and coordinate with other agencies as needed.
  • Perform field inspections and investigations to maintain a safe, clean and healthy environment for County residents and businesses, document details of site inspections, and enforce County building codes encompassing safety and health hazards, nuisance abatement, and other compliance regulations within scope of authority.
  • Respond to complaints of potential code violations relating to environmental and safety controls, hazards, permits, and other violations, compare facts per building code requirements, contact individuals to discuss violations and provide alternatives for resolving compliance issues, interview complainants, witnesses, and violators, and research property and permit records.
  • Interpret and explain building codes, enforcement rules, and policies and procedures to property owners and the general public and provide information and recommendations within scope of authority.
  • Assist with preparing prosecution cases and OSC/dismissal/plea letters for Hearing Office and Superior Court.
  • Prepare case files, documents, evidence, reports and background data to substantiate violations, prepare and present case reports for court and administrative hearings, and testify as needed.
  • Inspect residential and commercial buildings and other structures built or altered, to assure compliance with applicable codes, ordinances, and regulations to and enforce state and regional building and safety codes.
  • Perform assigned field inspections to examine and evaluate the building, structural, mechanical, electrical, and plumbing work, ensure quality of workmanship, verify types of materials used, and other specifications in compliance with construction documents, and applicable codes and regulations. 
  • Identify, document, and communicate deficiencies and deviations from plans and refer problems, conflicts, and non-compliance issues to supervisor.
  • Interpret state and county building and safety codes and issues correction notices and meet with contractors and homeowners to discuss project issues and concerns.
  • Monitor projects for compliance with code requirements and approved building plans and materials and maintain communications with builders and homeowners on residential inspection projects.
  • Maintain and update inspection records, project documentation, and project files and update building permit and inspection tracking database.
  • Enforce safety rules and regulations and investigate and resolve public complaints.
  • To promote and adhere to the workplace values of accountability, commitment, and teamwork to help enrich lives beyond expectation.
  • Maintain absolute confidentiality of work-related issues, customer records and restricted County information.
  • Perform other related duties as required.

POSITION SPECIFIC DUTIES 

  • Technical certifications in electrical, plumbing, building, and mechanical systems inspection may be required.

MINIMUM REQUIREMENTS TO PERFORM WORK

  • High school diploma or GED equivalent.
  • Five (5) years of journey-level general construction experience, of which three (3) years of experience must be in code enforcement or inspection.
  • Must have one of the following upon hire: International Code Council (ICC) certification as an International Residential Building Inspector (IRC), or Commercial Building Inspector (IBC). Within six (6) months of hire, must obtain second ICC certification listed above. 
  • Arizona residents must have a valid Arizona Driver’s License upon hire; newly established Arizona Residents must have one within 30 days of hire.
  • Or an equivalent combination of relevant education and/or experience may substitute for minimum education and work experience. No substitutions for certification requirements.

Special Requirements 

  • This position requires both IRC and IBC within six months of hire. 
  • All required certifications must be maintained to remain valid, and are a condition of continued employment. 

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of Federal, state, and regional building, plumbing, electrical, mechanical, and accessibility codes.
  • Knowledge of Federal, state, and regional safety precautions, rules, and regulations for construction sites.
  • Knowledge of regional government regulatory agencies and specialized sources of building safety information.
  • Knowledge of building construction principles, practices, materials, and methods.
  • Knowledge of methods and techniques of inspecting buildings, structures, and facilities.
  • Skill in interpreting building, plumbing, electrical, mechanical, and zoning regulations and comparing them with engineering drawings, plans, maps, and specifications.
  • Ability to conduct investigations, maintain accurate records, and prepare reports.
  • Ability to operate a personal computer utilizing standard and specialized software.
  • Skill in applying technical knowledge of building trades work, using sound inspection methods to determine workmanship and materials quality, and detecting deviations from building and safety codes.
  • Ability to provide advice and consultation on standard construction methods and compliance requirements.
  • Ability to follow and enforce safety standards.


PHYSICAL DEMANDS

The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.  The work also requires the ability to balance, climb, crawl crouch, feel, finger, grasp, handle, reach, perform repetitive motion, kneel, lift, pull, push, stoop, stand, hear, speak, walk, operate motor vehicles and/or heavy equipment, and demonstrate mental and visual acuity.
