JOB SUMMARY
A Chief Information Security Officer (CISO) is responsible for overseeing information security programs, developing security strategies, recommending and implementing security policies, procedures and products Countywide to ensure perseveration and protection of Pinal County's information assets.
This position is not covered under the Pinal County Merit System. Incumbents in this position serve at the pleasure of their respective Appointing Authority. The employment relationship of incumbents in this position is "at will"; the employee may be terminated at any time, for any reason, with or without cause.
TYPICAL CLASSIFICATION ESSENTIAL DUTIES:
- Assists the Chief Information Officer (CIO) in overseeing information risk management for the organization.
- Establishes and maintains the enterprise vision, strategy, and security program to ensure information assets and technologies are adequately protected.
- Directs assigned staff in identifying, developing, implementing, and maintaining IT control processes across the enterprise to reduce risk.
- Manages the development, implementation, and maintenance of the County's information security and privacy policies, standards, guidelines, baselines, processes and procedures in compliance with state and federal regulations and standards.
- Develop and lead the County's incident response procedures and processes.
- Respond to security incidents, manages and/or performs forensic investigation tasks as required and establishes appropriate standards and controls.
- Provide recommendations and assists in the development of disaster recovery and business continuity plans. Oversee and/or perform Business Impact Analysis (BIA) as needed for IT controls Countywide.
- Communicate security related concepts to a broad range of technical and non-technical employees.
- Monitors and reports on information security activities and compliance across all County departments.
- Performs security assessments on the acquisitions of technology products, tools and services.
- Monitors and understands information security trends, threats and vulnerabilities to keep the CIO, Senior County Management and employees informed.
- Serves as a liaison to local, state, and federal law enforcement and other related government agencies on information security related issues.
- Develops and administers countywide information security training and awareness program.
- Recommends and manages security technology products and services.
- Manages staff performance and skill development. Promote a positive and collaborative work environment.
- Maintains absolute confidentiality of work-related issues, customer records, and restricted County information.
- Performs other related duties as required.
- Bachelor's degree in Cyber Security, Computer Science, Information Technology, or related field.
- Three (3) years of professional IT supervisory/management experience.
- Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
Training and/or Certifications in:
- Certified Network Defender (CND)
- EC-Council Certified Security Analyst (ECSA)
- Certified Network Defense Architect (CNDA)
- Certified Ethical Hacker (CEH)
- Certified Ethical Hacker-Forensics Investigator (CEH-FI)
- Information Systems Security Professional (CISSP)
- Comptia Security +
- Or other related cyber security training/accreditation/certification is highly desirable.
- Arizona Cyber Threat Response Alliance (ACTRA)
- Arizona Counter Terrorism Information Center (ACTIC)
- Infraguard Arizona Alliance (FBI Cyber information exchange)
- Homeland Information Security Network (HISN)
- Knowledge of project management concepts
- Knowledge of business budgeting practices and procedures.
- Knowledge of customer service techniques.
- Skilled in designing and delivering presentations to Pinal County employees.
- Skilled in providing customer oriented training.
- Ability to effectively manage and lead a team.
- Ability to evaluate and resolve security related problems and issues.
- Ability to understand and apply state-of-the-art security technologies in computer systems.
- Ability to direct and assess security risk and vulnerability testing of networks, operating systems, and applications and associated databases.
The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires the ability to finger, perform repetitive motion, hear, speak, and demonstrate mental and visual acuity.

The hiring salary for this position is dependent upon experience, qualifications and position funding; starting salaries above the midpoint require additional approval.
