JOB SUMMARY
Under general supervision, performs administrative and technical work of considerable difficulty managing the planning and construction of public facilities; performs related work as assigned.
TYPICAL CLASSIFICATION ESSENTIAL DUTIES- Plans, develops, and manages short and long – term capital construction programs.
- Manages assigned capital projects, including general project coordination, day-to-day inspection, scheduling and budget control.
- Coordinates with various public utilities, City and County departments, governmental agencies, engineering consultants, architects, contractors and developers.
- Prepares project cost estimates, project specifications, and bid documents.
- Oversees the preparation, award, and administration of bids and requests for proposal.
- Manages and coordinates contracts for outside professional and construction services.
- Reviews plans to ensure compliance with all code requirements and construction specifications.
- Reviews and recommends consultant and contractor pay requests.
- Ensures that contractors' work is in compliance with project plans, applicable safety, fire, and other state and federal requirements.
- Assists with upper management level policy development regarding negotiation strategy(s) concerning land-use issues with county, city, state and private development.
- Answers routine customer complaints, comments and questions relative to specific projects.
- Ensures contractor compliance and manages the resolution of warranty claims.
- Prepares and maintains records and reports.
- May assess building conditions for capital repair and replacement.
- May supervise space reconfiguration and other special projects.
- Supervises assigned staff.
- Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
- Perform other related duties as required.
POSITION SPECIFIC DUTIES:
- None.
- Associate Degree in Engineering, Construction Administration, Construction Technology, or closely related field.
- Minimum of three (3) years of experience in Project Management in construction and administration of building infrastructure projects
- Or any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.
Preferred Qualifications:
- None.
- Knowledge of complex maintenance and repair practices and techniques.
- Knowledge of materials, methods, tools, equipment, and supplies used in facilities maintenance and repairs.
- Knowledge of Federal and state safety rules and regulations.
- Knowledge of occupational hazards and safety precautions, including proper use and storage of chemicals, and OSHA Material Safety Data Sheets (MSDS) for hazardous chemicals used in the workplace.
- Skill in assigning, supervising, and evaluating the work of others.
- Skill in estimating necessary materials, time, parts, and equipment required to complete assignments.
- Skill in training staff in proper work methods and safety procedures. Skill in project development, management, and documentation for small modifications, moderately sized repairs, warranty call backs, and new, contracted projects.
- Ability to operate a personal computer utilizing standard and specialized software for internet research, e-mails, and reporting.
- Ability to work independently to complete daily activities according to work schedule.
- Ability to establish and maintain cooperative working relationships with co-workers, customers, and contractors.
- Ability to maintain accurate repair and maintenance records, read blueprints and schematics, and maintain tools and equipment in a safe and effective manner.
- Ability to follow and maintain safety standards, including work in detention facilities and other secure areas.
- Ability to safely use tools, equipment, and chemicals.
- Ability to work independently to complete daily activities according to work schedule.
- Ability to communicate effectively orally and in writing.
PHYSICAL DEMANDS:
The work requires exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force constantly to move objects. The work also requires the ability to balance, climb, crawl, crouch, finger, feel, grasp, handle, reach, perform repetitive motion, kneel, lift, pull, push, operate motor vehicles and/or heavy equipment, hear, speak, stand, stoop, walk, and demonstrate mental and visual acuity.
