JOB SUMMARY

Under close supervision, perform basic work in assisting customers, processing court documents and files and performing basic clerical duties and data entry for the Justice Court. This is an entry level, trainee position. Upon successful completion of the probationary period and after the one-year training period, individuals in this classification are eligible for a non-competitive promotion to the Justice Court Clerk position.

TYPICAL CLASSIFICATION ESSENTIAL DUTIES

TYPICAL CLASSIFICATION ESSENTIAL DUTIES - JUSTICE COURT CLERK TRAINEE:

  • Staff the front counter, assist the public, and answer routine questions regarding cases, process mail, and issue receipts for payments.
  • Assist with entering citations, warrants, complaints, motions, and felonies, input Orders of Protection, Injunctions Against Harassment, and enter information for new and individual cases in the computer system.    
  • Schedule cases on court calendar and pull and file cases in the correct location.
  • Verify and accept citations, verify appearance times for officers, and research specific case information.  
  • Preserve and maintain court records according to State Statute and AZ Rules of Court Procedure. 
  • Assist with processing documents, monitoring compliance, and organizing the court calendar.
  • Report to MVD.
  • Assist with monitoring defendant's compliance with court orders and issuing Order to Show Cause accordingly.
  • Assist with issuing and validating warrants.
  • Assist the public with proper documents and orders from the bench and monitor court recordings.
  • Research and resolve customer inquiries.
  • Give routine information regarding court procedures upon request. 
  • Perform general clerical duties in civil, criminal and traffic cases. 
  • Assist with preparing subpoenas and claims for signature.
  • Process traffic and criminal citations.

  • Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
  • Perform other related duties as required.

TYPICAL CLASSIFICATION ESSENTIAL DUTIES - JUSTICE COURT CLERK:

  • Assist customers, attorneys, and county and government agencies with court filings.  
  • Responds to complex questions and/or resolves process issues from court personnel, attorneys, judges, and the public in person, electronically, or in the courtroom.
  • Manage customer service needs at the service window, over the phone and electronically.  
  • Accept, process and receipt filing fees, court payments, and fines ensuring financial accuracy and adherence to judicial order(s).
  • Performs advanced clerical work on complex court filings and process that require a higher degree of accuracy and sensitivity in person, electronically or in the courtroom.
  • Serve as the subject matter expert regarding requirements for accepting and issuing warrants, writs, and subpoenas.
  • Process new and existing case filings by mail, or electronically, for all case types in the Justice Court.  Case types include: civil, criminal, evictions, civil traffic, garnishments, protective orders, and small claims cases.
  • Research and answer complex inquires that may require in-depth analysis and thorough review. 
  • Maintain a comprehensive working knowledge of and meet all requirements for accepting and processing all submitted case type filings.   
  • Perform efficient and effective multi-disciplinary case management in a variety of court case proceedings and filings.  
  • Perform work in a high pace and dynamic office setting that requires adaptability depending on customer needs and demands.
  • Draft correspondence providing necessary information for court customers.
  • Enter data from all cases and/or filings into the case management system. Data includes case initiation, party information, and hearing date information.
  • Ensures case records are properly restricted for public viewing in accordance with court orders, statutes and/or court rules.
  • Expediently enters arrest and release information into the electronic case management system to include proper notification to local law enforcement agencies.
  • Verify, complete, and process the final dispositions of each criminal case to ensure the Nationwide’s criminal history reporting system is accurate.  
  • Maintain knowledge and adhere to Rules of Criminal Procedure, Rules of Civil Procedures, Rules of Civil Traffic Procedures, Justice Court Rules of Civil Procedure, Small Claims Rules, Eviction Action Rules, Rules of Protective Order Procedures.
  • Possess comprehensive knowledge of the duties associated with different case types within the court.
  • Prepare and/or receive certified and authenticated copies of court documents.
  • Assist in the development and drafting of Policies and Procedures as needed.
  • Schedule cases on court calendar according to case type, and within legal or administrative timelines and court docketing schedules.
  • Answer complex questions and provide information and tools to promote positive learning and thinking and positive customer interaction. 
  • Mentor other clerks.
  • Monitor defendant’s compliance with court orders and issue Order to Show Cause notifications.
  • Enters data from all cases and/or filings into the electronic case management system. Data includes case initiation and party information.
  • May assist the Court Clerk Lead and Judicial Office Supervisor in daily duties.
  • Demonstrate an understanding of and consistently follow all Pinal County Policy and Procedures.
  • Manage the financial transactions for customers of the Court.  Adhere to minimum accounting standards and maintain and handle daily cash drawer.
  • Promote and adhere to the workplace values of accountability, commitment, confidentiality, respect and teamwork.
  • Maintain absolute confidentiality of work-related issues, customer records and restricted County information.
  • Issue and validate, certify search warrants.
  • Prepares subpoenas and claims for signature and certifies subpoenas for law enforcement officers.  
  • Verify and accept citations from various law enforcement agencies.
  • Process traffic and criminal citations.
  • Perform other related duties as required. 
  • Know and follow established Cannons for Judicial Staff.
  • Attend court sessions ensuring there is a memorialization of the court proceedings. Proceedings include civil, criminal, small claims, evictions, garnishments, orders of protection/injunctions against harassment; attends hearings where materials (testimony, photography and/or videos) involving a sensitive subject matter may be discussed or displayed.
  • Maintain knowledge of judge’s schedule, hearing dates and court calendar times for reference during hearings.
  • Completes and finalizes all required documents for all parties once hearing is completed.
  • Records and secures exhibits presented before and during court proceedings, making sure all items are properly identified to assure the case is organized should the case go up on appeal.
  • Operates courtroom audio and visual equipment to ensure proceedings are properly recorded and available for duplication, or on-line formats.
  • Enters data points during protective order hearings into the electronic case management system.
  • Process interfaces with statewide AZPOINT system which is critical in generating protective order forms and providing real-time access to law enforcement.  

MINIMUM REQUIREMENTS TO PERFORM WORK

MINIMUM REQUIREMENTS TO PERFORM WORK - JUSTICE COURT CLERK TRAINEE:

  • High school diploma or GED equivalent.
  • Six (6) months of customer service and computer experience.   
  • Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.


Preferred Qualifications

Valid Arizona State Driver’s License.  

MINIMUM REQUIREMENTS TO PERFORM WORK - JUSTICE COURT CLERK:

  • High school diploma or GED equivalent.
  • Six (6) months customer service and computer experience.
  • One (1) year experience as a Court Clerk, Trainee, or working in a court/courtroom environment. 
  • Relevant education may substitute for the customer service and computer-related experience.  
  • A bachelor’s degree may substitute for the one (1) year work experience.
  • Ability to be become appointed as a Civil Traffic Hearing Officer. (CTHO)


PREFERRED JUSTICE COURT CLERK QUALIFICATIONS:

  • One (1) year experience working in a limited jurisdiction court.  
  • Valid Arizona State Driver’s License.
  • Skill in operating computer systems and basic software applications.
  • Ability to follow written and verbal instructions.
  • Ability to communicate effectively orally and in writing.
  • Ability to provide effective customer service and deal tactfully and courteously with the public.


PHYSICAL DEMANDS:

The work is sedentary requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.  The work also requires the ability to finger, grasp, handle, reach, perform repetitive motion, speak, hear, stand, stoop, walk, and demonstrate visual and mental acuity.

Work is performed in a safe and secure work environment that may periodically have unpredicted requirements or demands.


The hiring salary for this position is dependent upon experience, qualifications and position funding; starting salaries above the first quartile require additional approval.
