TYPICAL CLASSIFICATION ESSENTIAL DUTIES:
- Collaborates in the development and execution of the department/division's vision, mission and strategic plan.
- Assists in the management of day-to-day operations, supporting staff in achieving goals and objectives, responding to issues and emergencies.
- Identifies operational issues, problems, and deficiencies and recommends solutions.
- Assists in the development of budget and fiscal matters ensuring activities are in compliance with local, state and federal regulations.
- Provide management level supervision and leadership in support of staff in areas of administrative and operational concerns and assists with problem-solving and implementing improvements.
- Recommends, develops, and implements resource management and personnel improvement strategies.
- Assists with the development and implementation of internal policies and standard operating procedures, including the identification of relevant training needs.
- Performs needs assessments and analyzes the effectiveness of service delivery.
- Provides policy and regulation interpretation affecting assigned area.
- Monitors changes in legislation and provides recommendations for action to department management.
- Prepares analysis reports on operations or program effectiveness and results.
- Researches and identifies funding opportunities.
- Leads special projects as assigned by department management.
- Promote and adhere to the workplace values of accountability, commitment, and teamwork to help enrich lives beyond expectation.
- Maintain absolute confidentiality of work-related issues, customer records and restricted County and Court information.
- Perform other related duties as required.
Juvenile Court Services
- Manage, train, and schedule staff across multiple disciplines including finance/budgeting, IT support, research and analysis, payroll support, and administration; monitor work and evaluate performance, explain rules, policies, and procedures, and meet regularly with staff to discuss and resolve priorities, workflow, special assignments, special projects, problems, schedules, cross-training, and client service issues.
- Plan, organize, and manage technical operations and operational programs, meet with user groups to identify and resolve performance, process, policy, and operational issues, and assure services meet customer needs and requests.
- Manage assigned programs, projects, and research studies, identify and resolve complex data management and case flow management problems, monitor operations, and assure proper resolution of operational and staff issues.
- Coordinate activities and projects between department staff, other Court staff, and outside agencies.
- Research operational issues and compile data from other departments and agencies to evaluate and resolve complex operational problems, inter-departmental processes, new and revised procedures, and technical solutions.
- Maintain and process administrative forms; update, review, and research files and computer databases, and assure all administrative and operational actions are compliant with Court policy and procedures.
- Procure and distribute requisitions, supplies and equipment; process invoices and payments; oversee timekeeping and payroll; process claims, applications, and requisitions; review other technical and legal documents, monitor records and account activity, and update files.
MINIMUM REQUIREMENTS TO PERFORM WORK
MINIMUM REQUIREMENTS TO PERFORM WORK:
- Bachelor's degree in public administration, business, finance or related field; AND
- Three (3) years of experience in program implementation, evaluation, and business process improvement; OR
- An equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
- Two years (2) supervisory experience
- Certified Process Improvement Specialist
- Judicial/Criminal Justice experience
Knowledge, Skills and Abilities:
- Knowledge of principles and practices of leadership and management.
- Knowledge of local, state, and federal rules, regulations, statutes, policies, and procedures relating to area of assignment.
- Knowledge of local, state and federal financial regulations including reporting and audit procedures.
- Knowledge of budgetary principles, practices, reporting requirements, accounting withspecial emphasis in reference to grants.
- Knowledge of principles and practices of effective employee supervision.
- Skill in effective performance management, planning, implementing, and monitoring programs.
- Skill in assessment, review and completion of intergovernmental agreements with funding sources and contractors.
- Skill in establishing and maintaining effective working relationships with managers, staff and other representatives of the county.
- Skill in computer skills, Window based software, word processing, spreadsheets, and email.
- Skill in leading work teams.
- Skill in planning, developing, and improving programs and procedures.
- Skill in management and administration of grants.
- Ability to lead special operational or organizational projects.

The work requires Independent body mobility to stand, walk, bend, and sit for prolonged periods of time and/or drive a vehicle. Manual dexterity to reach, and grasp; manual dexterity to hand write or use computer keyboard; vision sufficient to see/read; hear and speak to communicate with customers in person and over the phone.
WORK ENVIRONMENT:
Work is performed in an office environment. May be required to travel to satellite offices within Pinal County or other parts of the state.
