Application Tips
JOB SUMMARYAcquire Right-of-Way (ROW) property, perform technical work involving legal acquisition, purchase, lease, sale, abandonment and exchange of property, prepare and process technical documents, and maintain and research property database for the Public Works Department (PWD) under basic supervision. TYPICAL CLASSIFICATION ESSENTIAL DUTIES
- Plan, coordinate, and complete land acquisitions, leases, disposals, abandonments, and exchanges of property for Right-of-Way (ROW), in compliance with state and Federal regulations and County policies and procedures.
- Prepare and review legal documents, property descriptions, maps and as-builts of ROW property and easements.
- Prepare reports for ROW abandonments, extinguishments, property purchases, and sales.
- Negotiate agreements for the acquisition of property and property rights, close transactions, and record documents.
- Research legal descriptions and appraisals prior to completing ROW acquisition documents.
- Research abandonment requests, notify utility companies and other property owners, prepare legal descriptions, and set public hearing.
- Research, review, prepare, and process legal descriptions, legal documents, easements, deeds, consents, applications, and other real estate instruments for ROW acquisitions.
- Coordinate public forums with County staff to discuss project proposals with property owners and local residents.
- Work with County Attorney on eminent domain proceedings and authority to condemn property for ROW.
- Maintain database of all county acquisitions, abandonment, and ROW research projects.
- Utilize County Geographic Information System (GIS) for research and provide updates to the GIS database.
- Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
- Perform other related duties as required.
- High school diploma or GED equivalent.
- Three (3) years of real estate and/or Right-of-Way experience.
- Valid Arizona State Driver's License is required within 30 days of hire.
- Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
- Specific technical training and certifications.
- Notary Public License
- Knowledge of principles, practices, methods, and techniques used in researching and documenting of real property.
- Knowledge of principles and practices of real estate acquisition, property appraisal, and land title law.
- Knowledge of state and Federal statutes and County codes governing public property.
- Knowledge of principles and practices of records management.
- Knowledge of county geography, traffic patterns, streets, and landmarks.
- Skill in reading, analyzing, and interpreting technical and legal documents, statutes, and regulations
- Skill in operating a personal computer utilizing standard and specialized software.
- Skill in reading and interpreting maps, diagrams, and technical specifications.
- Ability to communicate with residents concerning complaints, project completion, and access to properties.
The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. The work also requires the ability to finger, reach, perform repetitive motion, speak, hear, stand, walk, operate motor vehicles and/or heavy equipment, and demonstrate visual and mental acuity.
