Application Tips
Acquire Right-of-Way (ROW) and other real property, perform technical work involving legal acquisition, purchase, lease, sale, abandonment and exchange of property, prepare and process technical documents, and maintain and research property database for the Public Works Department (PWD) under basic supervision
- Plan, coordinate, and complete land acquisitions, leases, disposals, abandonments, and exchanges of property for and other County needs, in compliance with state and Federal regulations and County policies and procedures.
- Prepare and review legal documents, property descriptions, maps and as-builts of real property and easements.
- Manage the leasing program for the County and support broader asset management activities.
- Prepare reports for abandonments, extinguishments, property purchases, and sales.
- Negotiate agreements for the acquisition of property and property rights, close transactions, and record documents.
- Research legal descriptions and appraisals prior to completing acquisition documents.
- Research abandonment requests, notify utility companies and other property owners, prepare legal descriptions, and set public hearing.
- Research, review, prepare, and process legal descriptions, legal documents, easements, deeds, consents, applications, and other real estate instruments for ROW acquisitions.
- Coordinate public forums with County staff to discuss project proposals with property owners and residents.
- Work with County Attorney on eminent domain proceedings and authority to condemn property as necessary.
- Maintain database of all county acquisitions, abandonments, property management, and research projects.
- Utilize County Geographic Information System (GIS) for research and provide updates to the GIS database.
- Create and prepare resolution documents with accuracy for the Board of Supervisors' consent.
- Real Property Division is responsible for public real property rights pertaining to land acquisitions, road improvement projects, and other right-of-way-related needs. Such as acquiring right-of-way entry, temporary construction easements, and permanent easements along with real property rights by following the County process.
- Follow processes such as abandonments, road establishments, land use easements, and site plans applications.
- To promote and adhere to the workplace values of accountability, commitment, and teamwork to help enrich lives beyond expectation.
- Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
- Perform other related duties as required.
- High school diploma or GED equivalent.
- Three (3) years of Real Estate experience.
- Notary Public License is required within 90 days of hire.
- Valid Arizona Driver’s License required within 30 days of hire.
- Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
- Government real property experience.
- Arizona Real Estate License (active or not)
- International Right of Way Association certification
- Knowledge of principles, practices, methods, and techniques used in researching and documenting of real property.
- Knowledge of principles and practices of real estate acquisition, management, disposal, property appraisal, and land title law.
- Knowledge of state and Federal statutes and County codes governing public property.
- Knowledge of principles and practices of records management.
- Knowledge of county geography, traffic patterns, streets, and landmarks.
- Skill in reading, analyzing, and interpreting technical and legal documents, statutes, and regulations.
- Skill in operating a personal computer utilizing standard and specialized software.
- Skill in reading and interpreting maps, diagrams, and technical specifications.
- Ability to communicate with residents concerning complaints, project completion, and access to properties.
- Ability maintain organization, prioritize workloads, meet deadlines, and multitask.
Independent body mobility to stand, walk, bend, and sit for prolonged periods of time and/or drive a vehicle. Manual dexterity to reach, and grasp; manual dexterity to hand write or use computer keyboard; vision sufficient to see/read; hear and speak to communicate with customers in person and over the phone. The ability to withstand varying weather temperatures; lifting, unloading, pushing and carrying small shipments to and from various locations throughout the County. Position is located in an indoor and outdoor environment.
The hiring salary for this position is dependent upon experience, qualifications and position funding; starting salaries above the first quartile require additional approval.
